Steven Naylor
Senior Scientist and Research Lead
Steven is a Senior Scientist in HSE's Science Division, working
within its Data Analytics team, and a technical lead on Discovering
Safety. He's part of a diverse team of scientists who
collectively deliver projects for HSE, other government departments
and for industry, utilising capabilities in data analytics,
information systems, statistical modelling, epidemiology and
quantitative risk assessment.
His own area of technical specialism is in the application
of data analytic techniques, including data mining, text mining and
natural language processing, and predictive analytics, to generate
intelligence from routine health and safety datasets, that support
better organisational health and safety decision-making.
Steven is passionate about realising the potential for AI,
machine learning, cognitive and big data analytics, industry 4.0
technologies and quantum computing to help address the world's most
complex problems in a safe and ethical manner for the benefit of
all.
Research Interests
- Application of data analytic techniques, including data mining,
text mining and natural language processing, and predictive
analytics
- Health and safety risk intelligence
Previous Projects
- Leading indicators of health and safety performance on
construction projects (HSE's Discovering Safety Programme, Lloyd's
Register Foundation and Wood Group)
- Development of tools to enable the text mining of risk
intelligence in health and safety reports (HSE's Discovering Safety
Programme, Lloyd's Register Foundation and University of
Manchester)
- Test of the feasibility of using machine learning tools to
predict key health and safety endpoints using routine health and
safety data (HSE's Discovering Safety Programme, Lloyd's Register
Foundation, Oxford University, Mind Foundry and Oxford Semantic
Technologies)
- Lloyd's Register SafetyTech Accelerator looking to leverage
advanced technology solutions, incl. image recognition, auto
reg-compliance checking and data redaction tools, in health and
safety contexts (HSE's Discovering Safety Programme, Lloyd's
Register Foundation, Costain, Ohalo and Clarifai)
- Development of a risk treatments database to support better
design and planning decisions on construction projects (HSE's
Discovering Safety Programme, Lloyd's Register Foundation and
Thomas Ashton Institute)
- Benchmarking of the conventional health and safety performance
of UK nuclear site licensees using lost time injury rate data
(Office for Nuclear Regulation)
- Keeping the UK building safely, minimising CovId-19 risks
through intelligent use of data (Thomas Ashton
Institute)
Notable Achievements
- As detailed above, Steve is Technical Lead on a number of
projects being delivered as part of Discovering Safety, a worldwide
programme of work funded by Lloyd's Register Foundation and
delivered by HSE that looks to use data and analytical techniques to
improve health and safety outcomes.
